Always attach it to the skirting board (wall). Attaching it to the floor will prevent the floor from expanding and contracting, which can cause damage.
A handsaw, a mitre box for clean corner cuts, and either a hammer with panel pins or a strong construction adhesive are recommended.
Scotia is primarily designed for hard wood or laminate floors, but it can be used on other flat surfaces provided it can be securely fixed to the skirting board.
