Ensure the retaining nut inside the cistern is not overtightened. Check that the lift arm is not catching on anything inside the cistern.

Toilet does not flush properly or cistern does not empty.

Verify the lift arm is correctly attached to the flush valve. Check that the water supply is fully restored and the cistern is filling correctly. Ensure the lever is engaging the flush mechanism fully.
